NOTICE OF FINDING OF NO SIGNIFICANT IMPACT

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

Wired Road Connector Project

For the purpose of installation of 4.25 miles of new fiber connecting the existing Galax fiber infrastructure with the existing Carroll County fiber infrastructure.

This notice shall satisfy procedural requirements for activities to be undertaken by The Department of Housing and Community Development.

Finding of No Significant Impact

The Department of Housing and Community Development (DHCD) has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at The City of Galax Municipal Building, 111 East Grayson Street, Galax, VA 24333 and may be examined or copied weekdays 9 A.M to 5 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Angela Wolfe at the Mount Rogers Planning District Commission, 1021 Terrace Drive, Marion, VA 24354. All comments received by January 31, 2017 will be considered by The Wired Road Authority, who will not request any ARC funds or take any administrative action on the project prior to February 13, 2017. Comments should specify which aspect of the environmental review they are addressing.

ENVIRONMENTAL CERTIFICATION

The Wired Road Authority certifies to State of Virginia that Keith Barker in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The Department of Housing and Community Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Wired Road Authority to use Appalachian Region Commission (ARC) Program funds.

Comments must be prepared and submitted in accordance with the required procedure (24 CFR Part 58, Sec. 58.76), and may be addressed to:
